The Pakistan Educational & Cultural Board (PECB) is a distinguished non-profit organization licensed by the Community Development Authority (CDA) in Dubai. PECB was established on land granted by late His Highness Sheikh Rashid Bin Saeed Al Maktoum in the 1960s. This generous endowment laid the foundation for the first school, currently known as Pakistan Education Academy. In 1978, PECB’s educational legacy was further expanded on the same campus with the establishment of another institute, now known as English Language Private School (ELPS), presently offering the National Curriculum of England (NCE), leading to IGCSE, AS Level, and A Level qualifications.
Governance is marked by the selfless dedication of its members, who are drawn from various professional and diverse backgrounds. All the Founders, Board of Directors, and members serve the community without remuneration. Their commitment exemplifies an altruistic devotion to the vision, mission, and values.
The Pakistan Educational & Cultural Board (PECB), as the owner of Pakistan Education Academy and English Language Private School, serves over 3,800 students and employs more than 430 staff members. Both schools strive to integrate Islamic ethics and UAE cultural values with their respective international curricula, preparing students to become future leaders and responsible global citizens. This approach is in harmony with the UAE’s visionary educational policies, as reflected in both schools’ adherence to the frameworks and guidelines of Dubai’s Knowledge and Human Development Authority (KHDA) and the UAE Ministry of Education.

To conduct the activities of fundraising for specific projects with approval of Community Development Authority and/or any other relevant and applicable Authority and/or Department.

Our Board of Directors serve entirely without remuneration — a pro-bono commitment to community education. PECB was recognised in the Gold Category of the Community Development Authority’s Ethraa — Empowerment Program for Non-Profit Organizations (second edition, 17 December 2025).
